Crafting Dunedin’s Identity Underfoot: Viblock’s Role in the George Street Transformation

When a city undergoes its largest civic redevelopment in a generation, every detail counts – especially what lies beneath our feet. The revitalisation of George Street in central Dunedin has not only reshaped the heart of the city – it’s also earning widespread recognition. Already a multi-award-winning project, the urban street design transformation has received the 2024 South Island Property People Urban Design Award, a Silver at the 2024 ACE Awards, and is shortlisted for the 2025 Southern Architecture Awards in the Planning and Urban Design category.

At the core of this transformation in urban street design is a surface treatment unlike any other – the bespoke ‘Poti Paver’, designed in collaboration with Jasmax and manufactured by Viblock using local materials and craftsmanship.
Honouring Whakapapa Through Design
The transformation was led by the Ō3 Collective – Jasmax, Aecom and Isaac Construction – in partnership with the Dunedin City Council and mana whenua through Aukaha. One of the most compelling aspects of the redevelopment is its celebration of whakapapa, the layers of heritage that define Ōtepoti (Dunedin).
Inspired by the meaning of Ōtepoti – with one interpretation referencing the woven pattern of a kete (traditional food basket) – the design team developed a paving concept that spans both the symbolic and the functional. The result is the ‘Poti Paver’: a unique shape that appears in sweeping patterns across 15,000m² of the city’s main street, referencing traditional weaving, the movement of water (Aramoana), and the form of pātiki (flounder), which hold cultural significance to local iwi.

Locally Made, Designed to Last
Viblock was engaged to bring this vision to life – not just as a supplier, but as a collaborative partner. The urban street design required a custom mould, precision manufacturing, and a deep understanding of how local materials could reinforce a sense of place.
“We wanted the paver to be something that is 100% Dunedin,” says lead landscape architect Rob Lawry. “When you stand on the street and look at the ground plane, you know you’re in Dunedin – that paver and pattern is unique to this place.”
To achieve this, Viblock worked closely with the project team to test and refine multiple iterations of the paver. Gold-toned aggregate sourced from the surrounding hills was used to create the lighter hues, while darker tones incorporated black stone from Dunedin’s Blackhead Beach. This locally sourced materiality ensures the paving doesn’t just perform – it speaks to the land it’s built upon.
Viblock General Manager Jim Hunter says the result is a streetscape that deeply resonates with its surroundings:
“There’s a real sense of identity when you walk through George Street now. The design is visually striking, but more than that – it connects people to the place and its stories. That kind of response, where people feel pride and curiosity about where they live, is exactly what we love being part of.”
